Missions
  •  Controlling the compliance of petroleum products with regulatory characteristics (Order of the Minister of Energy, Mining, Water and Environment No. 3774-15 of 28 Muharram 1437 (November 11, 2015) amending and supplementing Order 1546-07 of 18 Rajab 1428 (3 August 2007) relating to the characteristics of large petroleum products ;
  •   Analyzing the samples collected by the regional and provincial chapters of the Department of Energy and Mining (DEM) or at the request of third parties (oil companies, Customs Administration, and other stakeholders.)

The Energy, Mining, and Geology Laboratories Division is responsible for the management of the analytical laboratories that it operates on behalf of the Ministry and on behalf of third parties. 


  • National Energy and Mining Laboratory in Casablanca
    • Analyzing samples of petroleum products at the request of oil companies, Customs Services, individuals, and other stakeholders.
    • Checking the compliance of petroleum products collected by:
    • Regional directorates of DEM in: Casablanca, Rabat, and Beni Mellal
    • Provincial directorates of DEM in: Mohammedia, Settat, El Jadida, and Kenitra.
  • Ancillary Unit of the LNEM Laboratory in Agadir:
    •    Checking the compliance of petroleum products collected by:
      • Regional directorates of DEM in: Agadir, Guelmim, Laayoune, and Dakhla
      • Provincial directorates of DEM in: Tata and Tan-Tan.
  • Ancillary Unit of LNEM in Marrakech:
  •   Checking the compliance of petroleum products collected by:
    • The Regional directorates of DEM in: Marrakech;
    • The Provincial directorates of DEM in: Safi and Ouarzazate.
  • Ancillary Unit of LNEM in Tangiers:
    •  Checking the compliance of petroleum products collected by:
    • Regional directorates of DEM in: Tangiers
    • Provincial directorates of DEM in: Al Hoceima and Tetouan.
  • Ancillary Unit of LNEM in Meknès:
    • ​    Checking the compliance of petroleum products collected by:
      • The regional directorates of DEM in: Fez, Errachidia, and Oujda

Main projects: LNEM Upgrade Project 

​Goals:

  • Setting up 4 ancillary units of the LNEM national energy and mining laboratory in Agadir, Marrakech, Tangiers, and Meknes to double the analysis capacity and reduce the average delivery time of the analysis results. (completed);
  • Redeveloping the LNEM premises in Casablanca ;
  • Equipping the LNEM Casablanca and its ancillary units with the necessary and adequate technical equipment (completed) ;
  • Equipping the LNEM staff with office furniture and computer equipment (completed) ; 
  • Provide staff training in technical analysis and practices related to Quality - Safety - Environment (completed);
  • Putting in place a quality approach (in progress) ;
  • Preparing the LNEM for ISO 9001 certification and transform it into SEGMA (to be scheduled).

​Service delivery

The National Laboratory of Energy and Mining and its ancillary units offer a range of services and analyzes of the parameters of the quality of petroleum products (Super Lead Free, Gas Oil 10 ppm, Fuel Oil, Oils, and LPG). The LNEM laboratory in Casablanca has state-of-the-art equipment enabling us to provide quality services such as:

  • System for measuring the density.
  • System for measuring the kinematic viscosity.
  • System for measuring the content of current gums.
  • System for measuring the flash point.
  • A CFR engine for the measurement of the octane rating.
  • Device for measuring the number of hexadecanes.
  • Gas Chromatography for the composition of LPG.
  • System for the measurement of sulfur, lead and phosphorus contents by spectroscopy.

The services provided by the LNEM laboratory are paid services, as per the joint decree of the Minister of Energy and Mining and Minister of Economy and Finance No. 1092-97 of February 28, 1999 setting the rate of remuneration for services provided by the laboratories under the authority of the Ministry of Energy and Mining, a decree published in the Official Bulletin No. 4678 of April 01, 1999.​

 ​Achievements in figures

The LNEM national Laboratory and its ancillary units analyzed 3426 samples in 2017 distributed as follows:

  • 1996 samples from regional and provincial directorates
  • 1430 samples from oil companies and Customs services.​
