Context :
Jiha Tinou, the
territorial strategy for renewable energies and energy
efficiency, launched in 2012, aims to encourage local initiatives and promote
the implementation of the national energy strategy in the territories and
communities of Morocco.
The territorial strategic
program is at the heart of the dynamics of advanced regionalization, launched
by His Majesty King Mohammed VI in November 2008. This
program aims to optimize the capacity of local stakeholders to contribute to the control of the energy in
cities and regions, and by strengthening the communal and regional capacities
to make the most of local resources in terms of renewable energies.
Goal :
The aim of the 2012-2020 Jiha Tinou program is to
stimulate renewable energy and energy efficiency initiatives in cities and
regions, whose goals are:
- To support
integrated and cross-cutting municipal energy planning;
- To develop
methodological tools that are adapted to the local Moroccan context;
- To strengthen the
(national and local) training offering for local and subnational governments;
- To improve
national / regional communication and support local communication
- To play a matchmaker role between Donors and Local Governments.
Measures carried out
- In the pilot phase of the program, the AMEE agency
(Moroccan Agency or Energy Efficieny) supported 3 cities (Oujda, Agadir, and
Chefchaouen), two of which are in the process of hgetting a quality label according
to the "European Energy Award" system.
- The city of Agadir received, on the sidelines of
the COP22 in Marrakesh, the "Jiha Tinou-Middle East & Africa Energy Award" quality label for its commitment to the fight
against climate change, especially in terms of energy-climate. These are the
first two cities in Morocco (the other city being Chefchaouen), Africa and the
Middle East to obtain this certification as part of the Jiha Tinou strategy.
- AMEE is in contact with other
urban communes to take advantage of this program, such as Rabat-Salé and the Southern
regions.
